The condensed appraisal report is a compact, expert valuation based on a personal inspection and a well-founded market analysis — without the full formalism of a full appraisal report pursuant to § 194 BauGB. It is the right format when you need a reliable assessment of value for private information purposes.
Unlike the full appraisal report, the condensed appraisal report contains a compressed presentation of the valuation. It is not suitable for use before courts, banks, or tax authorities — if this usability is required, we recommend the market value report.
What the condensed appraisal report delivers — and what it does not
The difference from a full appraisal report lies not in the diligence of the valuation, but in the scope of documentation. Inspection, collection of property characteristics, location and market analysis, as well as the valuation using the appropriate method, are conducted in both cases. However, the written derivation in a condensed appraisal report is presented in a compressed format — and it is precisely this derivation that makes an appraisal report verifiable to third parties.
The condensed appraisal report must be distinguished from a pure online valuation: An automated value without inspection is not an expert service but a statistical estimate. It lacks the person who assumes professional responsibility for the result.
When a condensed appraisal report is insufficient
Tax Office. Anyone wishing to prove a lower common value under § 198 BewG requires a qualified appraisal report. The law specifies the locally competent expert committee (Gutachterausschuss) as well as valuers who are publicly appointed and sworn in or certified according to DIN EN ISO/IEC 17024. A condensed appraisal report typically does not meet these substantive requirements.
Court. In civil proceedings, the court appoints the valuer directly; a private appraisal report constitutes qualified party submission. Without a verifiable derivation, it can hardly undermine the opposing party's valuation.
Bank. Within the scope of the Mortgage Lending Value Determination Ordinance, a mortgage lending value report required by the Mortgage Lending Value Ordinance (BelWertV). The mortgage lending value is also a distinct valuation concept and typically falls below the market value.
Disputed case in divorce proceedings. As long as both parties agree, a condensed appraisal report suffices as a basis for negotiation. Once a dispute is foreseeable, a market value appraisal for the relevant valuation date should be commissioned from the outset — otherwise, the costs will be incurred twice.
The decisive question before commissioning
The price should not be the starting point; rather, the question is: Who needs to accept the result? If it is merely for your own decision-making basis or for a sales or purchase negotiation, a condensed appraisal report suffices. As soon as the tax office, court, bank, or a disputing opposing party is involved, there is no way around a full market value appraisal report. If a full appraisal report is required subsequently, we will credit the fee of the condensed appraisal report.
